Multiple If statements (nested ifs ??)

Please see below image, sample workbook attached:

Trying to figure out how to make a cell say Yes or NO depending if value exceeds certain value (figured that bit) but remain blank if no value has been entered (don't get that bit!)

Worked a treat, I'm sure I tried that............tried so many variations of "","" but I guess I must have just missed that one!
