Duplicate materials in pricelist with scale quantity

Try this:

=IF(D2="","",INDEX($J$2:$J$201,COUNTIF(D$2:D2,D2)))

There will be many other ways.

It seems like there is a fault in the "","",INDEX area. This is what Excel is highligting.

EDIT: Oh I found the problem. It could not read it do to the , instead of ;

That's why I provided a workbook. European locales use ; instead of , in formulae. Here we use , as there is no confusion with a decimal point, which is a . here. For you it's a , so the formula delimiter has to be different.
