Repeat a Dynamic Spill Range

I'm trying to create a sheet that allows me to enter my list of techs in one column. To the right, I then want to create a repeating list (n times) of the the techs I have added. If I add, remove or change a tech in the list on the left, it would automatically adjust the spill range and repeat on the right.

So currently my list of techs is A2:A11. I have created a filter in C2 that gives me the spill range of my techs (=FILTER(A2:A20, A2:A20<>"")). I want to be able to repeat that range in the column n times. If I add, remove or change techs, the filter would adjust the spill range and then repeat, etc.
