Can we assume you are using the built in specialty waterfall/bridge chart? I know that many of these new specialty charts are fairly rigid, with relatively few formatting options. My first thought, if your version of Excel allows it, would be to format the vertical axis so that the horizontal axis crosses at 0. This will move the axis up to the 0 position. You probably will want to have the axis labels remain at the bottom of the chart. If so, format the horizontal axis so that the axis labels are at the bottom.
