Required a formula help for in summary sheet as per criteria return a total amount with multiplying a rates by actual hours values avail in column D:H.
Sample sheet with expected results enclosed.

In D18:
=SUMPRODUCT((D$6:D$9>0)*D$6:D$9*$C$6:$C$9)
In D19:
=SUMPRODUCT((D$10:D$14>0)*D$10:D$14*$C$10:$C$14)
Drag copy across.
