Fixing image to cell size

I want to use national flags instead of country names or codes so I found and inserted some PNG files.

How do I fix the images to the cells so the images automatically stretch to fit the cell when the row height or column width is adjusted, or when cells are copied or moved?

I haven't really used objects in Excel much before, so it is possible I have missed something obvious or am going about this completely the wrong way.
