Choosing best pair of springs to satisfy a few criteria.

I am fairly new to excel and would greatly appreciate any help on solving my problem. I am trying to create an excel program that will choose the best pair of torsion springs to satisfy a few criteria.
The criteria include: IPPT nominal (inch lb per turn), IPPT minimum, IPPT maximum and turns required.
I need the program to choose 2 part #'s that have a combined IPPT between the Min. and Max. and the Max. turns greater than the turns required. Thank you in advance for your help.
