Excel Roadmap Automation - HELP

Hello all... I need your help with the best solution.

I'm searching for a solution to plot a single roadmap from several different sources. This roadmap is much like a schedule for a location and plotting projected timeframes in which actions will occur.

Attached is a mock-up of what I'm trying to get toward, but automated based on the tabs/sheets listed at the bottom.

In addition, I have the following software at my disposal and unable to utilize add-ons.

Microsoft Excel
Microsoft Visio
Microsoft Project

Can someone please point me in the right direction?
