In the adjoining column, enter 1,2,3,4 down the column and then sort (high to low) on that column.

I don't believe Excel will let you rotate regular text more than 90 degrees in either direction off horizontal. You might be able to rotate WordArt and Shapes with text to 180 degrees (I haven't tried it) in design mode.
