Count unique, non-blank cells, with criteria

Been looking this up the last week cant get it to work . See attachment , looking to count the number of cells in column C but repetitive cells should only be counted as one and blank cells not counted but should also match certain criteria from column A and B

Column A = RM2 Road Maintenance , Column B = Miscellaneous Issue, Column C = Amount of unique cells
