See attached simple mock up. I have a use case as follows:
I would like to input either 1,2,3 into cells C2:C4 and it should change cells A2:A4 as follows:
1 = Red
2 = Amber
3 = Green
I have partly solved it but I have to input values 1,2,3 into cells A2:A4, instead of C2:C4, to apply conditional formatting.
Is is possible to apply conditional formatting on blank cells.

You cannot use a three-color scale to format a cell based on the value of another cell. You will have to use three custom rules, one for each color.
