I've got a sheet with rows 1 - 4 in a frozen pane. Rows 5 onwards contain data. Rows are filtered with headers in row 4. Even though row 4 cells are locked and the sheet is protected (with filtering allowed), but I can still edit the cells in row 4 and I don't understand why...
What am I missing?

Hard to say without seeing your sheet. You can try highlighting your row 4 cells, hitting Ctrl+1, go to the Protection tab and ensure the Locked box is checked
