There was a small change in the way cell notes and comments with 365 sharing. Watch this video and see if it answers your question.

To edit the contents of a comment (whether or not it’s one you created), select it by clicking the Next or Previous command button in the Comments group of the Review tab and then click the Edit Comment button (which replaces New Comment) or right-click the cell with the comment and select Edit Comment from the cell’s shortcut menu. You can also do this by selecting the cell with the comment and then pressing Shift+F2.

I should have clarified. I'm trying to edit notes, not comments. In the past I believe the Edit Comment command worked, that's why I included it.
I use a macro to insert a picture from file as a note, then I'd like to have "Edit Note" on the taskbar to quickly resize it.

The feature you used in the past may not work now that sharing has been implemented. Sorry for the confusion.
Thanks for the help everyone. It turns out that the New Note command does the job and Edit Note isn't necessary
