Unable to Create A name in Name Manager

I copied a sheet and adjusted the data. I wanted to add a name so I deleted the name as it would not allow to change the scope. But each time I try to add the name, I get an error. It used to work fine.

I am adding following formula:

=ETC202!$Q$1:INDEX(ETC202!$J:$J, COUNTA(ETC202!$J:$J))

Every time I add the formula it add quotation marks to the sheet name.

='ETC202'!$Q$1:INDEX('ETC202'!$J:$J, COUNTA('ETC202'!$J:$J))

And When I change the name to correct sheet name, I get attached error. Looks like that a variable has been created with the name of the sheet. Will appreciate some help.
