I never had this problem except on one computer (notebook; Win10; Excel 2013). Even though I have my Personal.xlsb in the folder C:\Users\MyUserID\AppData\Roaming\Microsoft\Excel\XLSTART, it does not open this file when I start Excel, it just opens a blank workbook. I've looked in the trust center to make sure it's not blocked. I have created the file by doing the record macro procedure.
Any advice on how to fix?

Have you checked to see if the file/worksheet is hidden when Excel is opened?

The folder/file is not hidden.
If I put any other Excel file in the XLSTART folder, then it opens when I start Excel. If the Personal.xlsb file is the only one there, it ignores it.
It will also open an xlsb file not named personal.
