Data With Date & Time Lag

I have attached a workbook that requires 3 requirements to assist on pulling data.

1. Formulae & Rule required

This spreadsheet represent a forecast so if I am forecasting from April - this will be month 1 Feb month 2 etc.

In example ID 131, there is data from Mar. So CELL S1 would show 1 to end month 9. I need a formulae to pick column S and T

In example ID 547, data starts from June so the start date is 3 for June and end month 9 for Dec.

2. Another rule:

If there is a number greater than zero in column H, and I put a number for example 1 in column R, it would start 1 month later, so in this case for ID 131 it would be month 2


3. Lastly
I need a formulae to then pull the data of column S as start month e.g. Cell S3 MI Reports into Cell E6 phasing tabs
