Make a list which change in years based on database

There are columns with names that are repeted inconsequntly of times and each time it comes up a number and established year.

Attached file present what I need.

I want a list which can continue from years on and depending on a year of the pc it can upgrade each year.
Bad explanation, though have a look in xls file where I think it gives justice what i need help with.
