When I reduce the height of any row to less that 25 height, the row number disappears. The data in the row is still visible, but the row number is gone. And all formulas are still there but not showing any result.

I don't know why it is happening. I could see a similar effect with very very large point sizes selected for a row, but that does not seem to be the case in your file.
The following seems to fix your file:
1) Select the entire sheet
2) Click on "bottom align"
I've set my row heights to 15.5 and font size to 11. Hit 'align bottom' and not only don't the row numbers show, all my data - apart from row A - disappear. Huh?
Just so that we are on the same page, when you say "all my data - apart from row A - disappear" do you mean Row-1 or column-A ?
It's not the behavior that I am seeing. As posted, test(5) shows no row numbers (except 8) and your yellow highlighted cells D3:D17 show as empty (except row 8).
After I do the two steps in post #3, row numbers appear as do the dates in the yellow highlighted cells.

Curiouser and curiouser...
On the sanitised sheet, what you say is correct. However, on the unsanitized version all the data from all the rows except row 1 disappears. From row 2 down, there are no row numbers nor is any of the data showing but if I highlight the cell, I can see the data in the formula bar.
I've copied and special pasted the data into a new spreadsheet, rewritten the formula and conditional formatting, and it all seems good.
My Excel talent is limited enough without needing any further curve balls from Redmond...

If I google "excel row numbers are blank" I see a good number of people complaining about the same thing. I don't (on a quick scan) see any root cause identification or solution. The "fix" seems to be to perform some worksheet action that then "fixes" the problem. Different actions work for some people but not others. Changing font color worked for some, not me with your file. Making text bold with the whole sheet selected then toggling back to normal worked for me (but not for others).
