plese resolve it
I had to use 2 helper columns to do this. They can be hidden.
In column D the standard rank formula with repeats for ties.In column E the formula that resolves ties.Formula:

I laid things out slightly differently.... happy to explain. One helper column (the actual mark achieved) was used.
