Date expiry intimation with email

I have to create one query.

Reminder for the work tasks. For example the ID card expiry date in 30.09.2018; Informed HR department on 15.08.2018; I should get the renewed ID card on or before 30.09.2018 then there is no issue; But to keep a record and follow with HR need to maintain the register. In this case, need to remind HR on 20.08.2018 through email. Also if the ID card is not renewed after 30.09.2018 then also the final reminder should appear. Need help to create a condition on this.
