Organizational/Hierarchy Chart Question

I have Excel 2010.

I want to create an organizational/hierarchy chart in the shape of a Greek amphitheater (the best way I can describe it).

A circle would be at the bottom surrounded by tiers in a half circle pattern.

I'm having trouble getting the tiers to conform neatly around the (half) circle and with each tier. Is there a way to manipulate the rows (or shapes) such that they conform or nest in a graduated manner?

My apologies if I haven't explained myself better. Any help would be appreciated. Thank you.
