Whenever you see "data" organized so it looks like a final report, it is likely that it is poorly organized to get the most out of it using a pivot table. Pivot tables run best off "normalized" data (see attached link).
So what I did was take the data you had on Sheet1 and copied it to Step 1. I deleted the two leading columns and copied the rest of the data so it was contiguous along rows 1:8.
Then I downloaded the application in this link: //www.excelforum.com/tips-and-tutorials/1179291-normalizing-data.html
I cleared out the sample data on the source data sheet and copied in the data from Step 1. Then I ran the application and it produced the data in the Normalized Data Tab.
I copied this data back to the Mock workbook.
I made an Excel table of this data. Excel tables know how big they are so you don't have to change the data source for a pivot table or a range for formulas when you add or delete data. Also they copy down formulas automatically. I added a couple of "helper" columns to parse out the year and month since it looks like they might be handy.

I built a sample pivot table from this data and added a slicer for the year. Once the data are normalized, you can present it in almost any format.
One spreadsheet to rule them all. One spreadsheet to find them. One spreadsheet to bring them all and at corporate, bind them.
A picture is worth a thousand words, but a sample spreadsheet is more likely to be worked on.
