Vlookup can't be used for a duplicate search table, it only finds the first value for the exact match.
The simple one is G3
=C3
or more complex
=INDEX($C$3:$C$31,AGGREGATE(15,6,$A$3:$A$31/(F3=$B$3:$B$31),COUNTIF(F$3:F3,F3)))
