Team Roster Creation

According the the table the claims dept. will be triple staffed every day, whereas there won't be anyone assigned to the customer service dept on days 3 and 4.No one seems to be assigned to the sales dept. on days 1, 2 and 5. Seems as if the assignments would have persons assigned to their own departments first and then, on their off days, work in other departments, as shown on sheet2. Also would Cl1 always work in the claims dept. on days 1, 3 and 5 or is there a rotation such that Cl1 works days 2 and 4 the next week? If the latter then it would seem as if a 10 day rotation is needed.
