Compare value to individual cells

Hi,

I'm currently trying to rank my data with the rank function according to the picture. (sorry it's the german version but same logic)

However, in this case I don't have a specific area I want to compare my value with (like Q3:Q17).
Instead, I'm chosing individual cells shown here with "&" (Q3&Q17).
Unfortunately, Using "&" doesn't work for Excel.
How can I achieve that anyways?
