    or change NOT(ISERR()) to ISNUMBER():

    =IF(SUMPRODUCT(--ISNUMBER(SEARCH($A$1:$A$3,C1)))>0,"1",IF(SUMPRODUCT(--ISNUMBER(SEARCH($B$1:$B$3,C1)))>0,"2",""))
