Cursor keeps changing - wrong cursor

As I move the cursor around it is usually the white cross. But on some cells I get a cursor with four arrows (Left-right-up-down). When I click on the cell, I get a format picture frame with handles.
Anybody know how to make that go away?

I forgot to mention, this is on a Mac (so no control panel).
The cell I'm hovering over has a formula in it (a simple sum).
It is not a movable object (as far as I can tell).
I can find nothing in the Excel perfs about cursors.
It's annoying because I can't enter certain cells.
When I click on the cell, I get the picture format tool box and a rectangle with handles.

Any other ideas?

If I hover the cursor over cells B2, B3, C2, C3, D2, D3 I get the unwanted cursor.

I guess I don't know what that is. When I right-click on the cell, the tool bar changes to picture format and I get a rectangle with nine handles. I delete it, but the same thing happens again.
The cursor never changes. It must be some sort of formatting of the cell, but I don't have a clue.
