counting week number of two different years

Dear All,

I am trying to count week number of two different years. However, i cannot distinguish those two week numbers of the two years.

For example, 17/Dec/17 & 17/Dec/16 fall on the same week number which is WEEK51. How am I going to only match the WEEK51 to 2016 & another WEEK51 to 2017?

The attachment is the excel file which i am trying to work on.

Your advise will be very much appreciated.
