Trouble getting times to format as HH:MM (24-hour format)

I have a data set with some time values that I can not for the life of me get to format correctly. They originally exported as Date/Time, and when I formatted to time it dropped the Date but formatted them as AM/PM as HH:MM:SS and all I need is 24h time format with HH:MM, here's an example line:

    DRV0151303 1/10/2017 DN40025752 8269 12:23:19PM 12:23:31PM 8269 12:37:53PM 12:37:55PM 8269 12:25:06PM 12:33:02PM 8269 12:47:32PM 8269 1:01:11PM

I need to convert all the time values to 24h HH:MM, I've tried formatting a half dozen different ways but can't seem to get them to force correctly.

Again, any help is much appreciated.

Re: My second of two problems - any help appreciated

As I was advised on my other question, here's a sample workbook with a data snippet showing what I'm working with. Basically I need to convert all of the columns containing a date/time into just a 24 hour time format.

Much depends on the system date/time, you have set in your computer.
At my settings, I see everything as a text.
Do you have a normal date/time or do you have a text ?
