Excel displays in wrong language (Excel 2013)

I am looking for some help as I think it might be in one of the settings.

If I double click on an Excel file to open it, the menus appear all in THAI language. Thai is a language that is installed on my computer and is one of the INPUT languages for Excel, but ENGLISH is the default.

If I open Excel first and then find the worksheet from my RECENT files, the menus appear in English, which is what I want.

How can I double click an Excel file to open it but without seeing the menus in THAI language?

    Please see attached pictures.

    Thanks in advance.
