Index match or H-V-Lookup or what is best in this situation

I have a huge set of data that i need to count, i need to count specific actions (red) between a curtain timeframe (green)

I've attached a little sample so that you can see what i mean.

I was thing about using H and V lookup, but how do i adapt to the change of cell numbers, as Operation task grows?

I was looking into Index - match and did find the same problem.

It sounds more like a COUNTIFS() problem (https://support.office.com/en-us/art...c-aa8c2a866842 ) or a pivot table problem to me (http://www.excel-easy.com/data-analy...ot-tables.html ).
