Need help Ranking with multiple criteria

Hello Guys,

I am having a problem ranking a set of values I could really use all the the help that could be given

Lindsey ------------ 94 - -----1.4
Mitch --------------60 ------1.8
Shawn -------------- 94 ----- 1.6
Sam --------------93 - ----1.4
Shawn ---------------95 ------1.7
Lindsey ---------------94 -- -----1.1
Sam --------------- 93 -- ------1.3
Paul --------------- 70 -- ------2.2
John ---------------80 -- ------ 1.8
Shawn ---------------95 ---------1.6
Peterson --------------90 -- ------ 2.0

In the table above already contains ranks, but i Need to change the ranks of the names that have been repeated and have the same rank.
the person with the lower cost gets a better rank.
And the names that are not repeated will not need any rank change.
and like for Shawn which is repeated 3 times, I would like it to become 95, 94 & 93 depending on the cost respectively.

Please do the needful, I have been breaking my head from past few days unsuccessfully.
