Apply conditional formatting to multiple worksheets and new columns

I have a two part question.

Question #1 - I have a worksheet that has multiple conditional formatting formulas in it. Every quarter I will add a new column and would like for the conditional formatting to automatically move to the new column.

Question #2 - This workbook has 33 worksheets in it. Can I copy the conditional formatting to all sheets at once. I tried using format painter, but because the conditional formats are based on formulas, it messes up the formula.

I have included a sample workbook to show you what I mean. The first sheet has the corrected conditional formatting after I added the column, the next worksheets have the column added, but I have not corrected the ranges yet.
