I am trying to generate random percentages between -10% and 10%, rounded to the nearest thousandth.
ex) -4.34%, 7.21%, 5%, -2.1%

Try this (format as %)
=RANDBETWEEN(-1000,1000)/10000
However, they'll change every time you enter a value in a cell. Copy/paste values to fix them.
