Excel 2016

I am currently working on Office 2016 certifications, so this question applies across Office
Unless you are being tested with a clock ticking you may not have really noticed my issue/rant

Test Question:
I insert a picture, or picture is already inserted
The test question asks to do, for example, Format a picture with a certain Style, or Artistic Effect, or Color, and so on
Remember: the test clocking is ticking
I know where the Style, Effect, or Color is--but the big deal is nothing is in any order, or so it seems
Memorizing all this is impossible, so seconds tick away as I search for some obscure type of Formatting
My question is am I missing some logic to M$, because what I find is the programmers threw all this against the wall, then programmed this in
For example, Picture Effect > Shadow > Offset Bottom:Left is on the Right, while Offset Bottom: Right is on the Left
On and on and on this weirdness goes
Format > Corrections is positively insane, ditto SmartArt and Shapes

Any easy solutions, or suggestions?
