Help to compile a chart.

Hello. I need some help with compiling a chart from given data.
I have a list of 17 workers. Each of them has a specific starting working hours during the working day as shown in the file. Each of them works for 9 hours. The working day is from 6:00AM to 7:00PM (19:00).

I need to compile a chart, that shows how many workers do we have in a specific hour of the working day. For ex. from the given data at 6:00AM we have 3 workers, at 7AM there are already 5, at 3PM we have all 17 and the number starts decreasing as their working day ends.

you could do a countifs formula something like the attached
this only works for people working the whole hour - if they finished work at say 4:30pm they will not count as working between 4 and 5pm
