Can't find if formula for 10 digit check

Good Day
I wonder if you could assist me creating a scanning system to varifiy that my operator has the correct part.
Colum A,B and C are sent to me. I want to be able to scan part into D2 automaticly the excel must check the first 10 digits, if they match, colum E must display green OK and scanning area must then move to D3.
If no match is made the scan area must stay in D3 until the the correct part is scanned.
