Fill cell with value, based on criteria of other cells

could you tell me if the manual data you entered was just random or are they suppose to be the overall female or male, I can't understand why they are when my formula is bring back different people, thanks

In the example I gave, Overall male is race number 12, his name is Andrew George, he is male, and he won overall. So his Overall position is 1 and his gender position is 1 along with Age group position. Same is true with Barb Morris, however, she is Female.
