Problem with solving a feasibility check matrix

So I have a problem and it could just be myself not knowing a useful command, but I have a table of flights, and I am putting them into pairings of 2 flights. My job is to find if the pairing is feasible. I have solved this but only if the flights are above each other in the matrix table of pairings. It's hard for me to explain, but I cannot find a way to solve the matrix for all possibilities. I have attached the file I am working on and am happy to answer with immediate responses, but my matrix only solves itself if the 2 flights in question are in adjacent rows and I need to solve it if the flights used in the pairings are not in adjacent rows. I would be happy to speak to you in person about this problem if need be over Skype or such but any help on the matter would be appreciated. Thank you in advance.

Edit: An example of why this isn't working as intended. Pairing number 2 should be feasible but it is not checking the correct row.

Edit 2: I suppose what I am looking for is a way to tell excel that once it finds a 1, to use that corresponding line in the check, and once it finds a second 1, to use that as the second line in the check, like the second attachment, only I had to do this one manually.
