Calculate Project Workday End Date and Time Based on Duration

I need to calculate a project's end date and time based on duration (measured in labor hours). The constraints are a 40 hour work week (no evenings, weekends, or over time) and it cannot include holidays. The attached spreadsheet includes a second tab that lists the company holidays that cannot be counted. However, I'm okay with using Outlook/Excel's standard holiday list instead for simplification.

Any guidance on how to calculate this end date will greatly be appreciated!
