Count how many staff have their training expired per department

Hi all,

I've been trying my hardest, but can't get anywhere :/

I have a training matrix with the following setup:

NAME | DEPARTMENT | DATE
Name1 | Department1 | 1/1/17
Name2 | Department2 | 2/3/17
Name3 | Department1 | 1/1/17

How can I calculate a number of staff with expired training per department?
Say there was 2 staff with their training expired in Department1. How would I calculate this? I tried COUNTIF/S and I'm sure I'm very close, but I can't get it to work

Not sure if SUMPRODUCT will work here.

I'd appreciate your help here.
