Issue with setting up external data source

I have a D3 sql odbc DSN set up. I can query it from winsql and get the catalog, it works fine. I then tried to test a connection in excel 2013 using the same DSN that I created using the data connection wizard. after I select the DSN and click next, I get an error saying The data connection wizard cannot obtain a list of databases from the specified data source. I was told that the odbc source may not work for sql 3.0 queries. Not sure what to try. I know the DSN is 32 bit and so is the Excel version. Any suggestions on what might be wrong or how to debug this?

Any suggestions? I researched the trace option, but that appears to only work on cells. Is there any way to see what is causing the error?
