To see if Paste Special is enabled:
Go to: File > Options > Advanced.
Under Cut, copy and paste, ensure Show Paste Options button when content is pasted is checked.
It may not be available in Excel 2002-2003. But I am not sure. Can't remember if it is available in Excel 2007. But starting with Excel 2010 version and up, there is an option to paste All except borders. However, it will also paste formula (if there are formulas in the cells).

All but borders exists. I do not want that. I want to paste formats but no border, no values no formulas.
How about this:
Copy and Paste formats only and then clear borders.
That is what I am doing, I thought there was another way I am missing.
It is a pain when source and target have different border requirements.
