Finding Professionals and Consultants

Hello everyone,

I apologize in advance if this is not the appropriate location for this post. I'm looking for a freelancer or firm to develop a customized project management tool in Excel, preferably within driving distance of the Washington, DC or Richmond, VA area. Does anyone have any specific recommendations or tips on how to find good firms/ individuals?
