In column C where there are no end dates, how should those be counted?

They should be counted if they should have started on or before the date that the formula is calculated.
In other words headcount for sep-2016, oct-2016, nov-2016 & dec-2016 should show 7.
Since John joined on 19-Sep-2016, the count for aug-2016 should not account him.
Thank you but this shows only new hires hired that month. I want to see how many active employees we have in a given month.
Can you update the sample to show us what results you expect?
