remove duplicate rows based on condition

Hello. How can I remove duplicate rows based on a condition. I want to remove duplicates whenever there is no value in the adjacent row. Spreadsheet attached.

To accomplish this you have to do a couple of steps:

1)Write a simple IF formula that says if the cell is greater than 0 do nothing, if false then SCREAM at me. Attached you will find the formula.
2)Then Copy the B column and Paste SPECIAL with Values
3)Then resort the B column and Delete ALL the rows that have the ?????????????????
