Try it like this...
=IFERROR(INDEX(Sheet1!C2:C2000,MATCH(1,(Sheet1!A2:A2000='Tracking URLs'!A2)*(Sheet1!B2:B2000='Tracking URLs'!B2),0)),"")
Still array entered.
