I can set up a rule to highlight rows in excel, If I copy the same rule but change for example to name to highlight nothing happens?
Please explain where in the attachment you perceive there to be a problem. What does "If I copy the same rule but change for example to name to highlight nothing happens?" actually mean?

you need to change the formula to
=$M8="Closed"
NOT
="$M9=""Closed"""
As the row is incorrect for the range
it needs to have the same row number - ie 8
also the "" happens sometimes - so watch the formula
BUT also in your M column some of the closed have a space at the end
so
"closed "
rather than
closed
hence why the formula would not work
