    Dear Mavrick..

Please give a password . Protect it. [In the option shown in your above image]. click ok. Click againthe option - "Protect Workbook". Unprotect the workbook by reprating the password. Now check the Freeze panes option.

I have used this option and it works.

    Best Regards.

I wonder how would I get to the similar dropdown in 2016? I did notice that the info tab under File has protect workbook highlighted, but I don't see a way of unprotecting it.

I had a similar problem with freezing the columns and here is what I found: when the function Page Layout is turned on, the Freeze Pane grayed out.

I found the solution to this issue. Excel 'thinks' the Freeze Pane feature on the ribbon does not exist, hence greyed out. I created a new custom group and added Freeze Panes to it. Bob's your uncle. This reenable the feature on each worksheet again. Oddly enough, the new group I made did not appear in the ribbon anywhere I could find.

I added both freeze panes to the main ribbon and now these are both un-greyed.

Ouch. When it worked for me I did not research it further.
