Formula for getting what percentage of a is b.

I know very little about Excel, but need to make a productivity spreadsheet for work. My question is: Is there a formula that will compute what percentage a number is of another number? For instance, if I were to establish that 33 = 100% and I wanted to find out what percentage a number in a given cell is of 33, what formula can I use to calculate that in a new cell? Thanks.
